UPDATE: Windsor Interim Planner Maxie Brown contacted the Windsor Weekly on Wednesday afternoon, June 25, to indicate that the Windsor Planning Commission’s work session and regular meeting set for that evening at 6 and 7 p.m., respectively, would be postponed.

“We’ve had some last-minute cancellations, and due to the lack of a quorum, we are going to have to cancel tonight’s work session and regular meeting,” she said. “So we’re just going to do the whole thing next month.”

The Windsor Planning Commission (WPC) will have a busy evening Wednesday, July 23, with two meetings that will be open to the public at Windsor Town Hall.

During a 6 p.m. work session, the commission will learn about a 14-lot housing development proposed to be located along Old Suffolk Road and Tyler Drive. 

During its 7 p.m. regular meeting, the commission will hold a public hearing about the proposed Town of Windsor Chicken Ordinance. After that, the commission will consider a recommendation to the Windsor Town Council regarding the ordinance.

PROPOSED HOUSING DEVELOPMENT

At the Planning Commission’s May 28 meeting, Windsor Interim Planner Maxie Brown presented commissioners with documentation for a proposed zoning map amendment for the rezoning of 11356 Old Suffolk Road that would help allow for the aforementioned 14-lot development.

She indicated that the tract in question, currently zoned A-1, Agricultural, is on Old Suffolk Road and Tyler Drive and backs up to the Norfolk Southern railroad. The tract is a total of 30 acres, she said, but she added that approximately 4.65 acres are located in the county, so they will not be part of the rezoning.

“The developers are requesting a rezoning to the low-density residential (LDR) zoning district classification,” Brown said at the May 28 meeting. “I am working with them currently on proffers. 

“They are also in the process of doing soil testing at this time,” she added, “so it is not a complete application at this time, but it has been submitted, and they have submitted a concept plan, and the concept plan does meet the requirements for the LDR zoning district.”

CHICKEN ORDINANCE

The Planning Commission’s July 23 meeting agenda notes that the scheduled public hearing will pertain to a proposed chicken ordinance for the town that would allow chickens in residential zoning districts, subject to conditions.

In a staff report to the commission that is contained within the WPC July 23 meeting packet, Brown notes that the most recent draft of the ordinance is included in the packet, reflecting the changes made by the commission at its April 23 and May 28 meetings.

She writes that in summary, the draft, final ordinance would allow chickens in the following zoning districts, subject to conditions: R1; R4 (Low Density Residential); R-1/MHP Manufactured Mobile Home Park; HDR; A-1, Agricultural; and the Public (P) District.

Brown notes in the staff report that at the commission’s May 28 meeting, a question arose regarding whether a building permit would be required from Isle of Wight County for a chicken coop/enclosure.
“According to the county, a chicken coop/enclosure would require a building permit or a farm exemption if the area exceeds 256 square feet,” Brown writes.
