Windsor EDA narrows vacancies back to one

The Windsor Town Council made an appointment to the town’s Economic Development Authority (EDA) on Tuesday, June 10, responding to a recent resignation. The appointment restores the tally of directors on the EDA to six, with one more needed to completely fill out the authority.

Windsor Town Manager William Saunders noted during the council’s June 10 meeting that the town’s EDA typically nominates potential directors, and the Town Council appoints them. 

He indicated that the authority is intended to be made up of seven directors who meet the following criteria: 

  • Five members consisting of either being a resident of the town of Windsor or representative of a business located within the town and residing in Isle of Wight County;
  • One member of the Windsor Town Council; and
  • One member of the Windsor Planning Commission. 

The town is still seeking a member of its Planning Commission to join the EDA, but that vacancy was recently joined by another.

“At the June EDA meeting, Tony Ambrose resigned,” Saunders said.

Saunders shared with council members a Talent Bank Form that had been previously submitted by Windsor resident Marie Barfield, expressing her interest to serve on the EDA.

Councilman David Adams said, “Gentlemen, if you remember during the (April 22) meeting, we had four applicants and only had three spots, and this volunteer was left off because we just didn’t have the spots.”

He advocated for appointing Barfield to the EDA, if she is still willing to serve.

The council agreed to this, and a 6-0 appointment vote followed shortly thereafter.

Barfield is set to join the group of directors on the Windsor EDA that also includes Councilman Jake Redd, Dewitt Holland, Danielle Craig, Sidney Delepine III and Pamela Pope.

The authority featured four vacant positions entering the week of April 20-26 this year, but council took action in an April 22 work session to appoint Craig, Delepine and Pope.

Redd offered an update Wednesday, June 11, on the present status of the EDA.

“We’re excited to welcome the new members to our Economic Development Authority,” he said. “Their expertise and dedication are already contributing to our momentum — building on recent initiatives like our new business incentives and the upcoming pamphlet for the Frog Project. With their support, we’re making meaningful progress toward our long-term goals and creating new opportunities for our town’s growth and vitality.”

Ricky Vaughan, of the Windsor Planning Commission, has expressed a willingness to attend a future EDA meeting to evaluate if he could be a good fit to fill the authority’s final vacant seat.
