Town Council adopts $5.1M FY26 budget

The Windsor Town Council voted 6-0 on Tuesday, June 10, to adopt the proposed $5,115,849.89 fiscal year 2025-26 town budget, as well as the FY 2026-30 Capital Improvement Plans (CIP), FY25-26 tax ordinance and FY25-26 water ordinance.
The council’s vote was preceded Tuesday by public hearings on the FY25-26 tax and water ordinances during which no one from the public spoke.
Prior to the council’s votes, Town Manager William Saunders highlighted some details about the draft budget and CIP, noting there had been no changes to them since the council’s May 29 special meeting.
“The Virginia Risk Sharing Association insurance premium amount was received, and no change to the draft budget was required,” he said.
He broke down the proposed $5.1 million budget by fund:
- The General Fund budget is balanced at $3,748,772.89;
- The Water Fund budget is balanced at $1,194,077;
- The Space Needs Fund budget is balanced at $105,000; and
- The Town Center Fund budget is balanced at $68,000.
The May 29 draft of the budget included no increase to the town’s current real estate tax rate of 15 cents per $100 of assessed value. The draft also maintained the current personal property (vehicles) tax rate of 50 cents per $100 and the present machinery and tools tax rate of 25 cents per $100.
The May 29 draft planned no increase to the present 6% rate for meals tax, and the budget also maintained the cigarette tax at 40 cents per pack.
Additionally, the draft budget maintained the water rate at $8.50 per 1,000 gallons, with a minimum bill of $29.75, based upon 3,500 gallons.
The May 29 draft CIP designated $1,134,545 for FY26, with $649,545 relevant to the General Fund and $485,000 relevant to the Water Fund.
