Council to consider budget adoption, new website

The Windsor Town Council’s Tuesday, June 10, meeting will feature public hearings on the town’s fiscal year 2025-26 tax and water ordinances, their likely adoption along with the FY25-26 town budget, a proposed budget amendment to replace the town website, consideration of EDA appointments, and more.
The public hearings will come near the beginning of the 7 p.m. meeting at Windsor Town Hall, followed immediately by council consideration/adoption of the FY25-26 town budget resolution, the FY26-30 Capital Improvement Plan resolution, the FY25-26 tax ordinance and the FY25-26 water ordinance.
In the June 10 meeting packet, Town Manager William Saunders noted via memo to the mayor and Town Council that the proposed $5,115,849.89 budget is broken down into the following funds:
- General Fund, balanced at $3,748,772.89;
- Water Fund, balanced at $1,194,077;
- Space Needs Fund, balanced at $105,000; and
- Town Center Fund, balanced at $68,000.
“The Virginia Risk Sharing Association insurance premium amount was received, and no change to the draft budget was required,” Saunders stated in the memo.
During the town manager’s report for the June 10 meeting, he will give the latest updates on the Duke Street and Virginia Avenue Water Main Replacement Project, the 1927 Norfolk & Western caboose acquisition, and he will preview Windsor’s Summer Salute to Freedom.
Later in the meeting, Saunders will present a resolution for council’s consideration to authorize the payment of $5,276 from the Contingency Expenditure line item of the General Fund to a company called Revize for the implementation and support of a new town website.
Following that, the council will consider the presence of now two vacancies on the Windsor Economic Development Authority (EDA) following the resignation of Tony Ambrose at the June EDA meeting.
The Town Council’s June 10 meeting will be held at 7 p.m. at Windsor Town Hall, which is located at 8 E. Windsor Blvd. in Windsor. The open meeting will be preceded by a closed session at 6:15 p.m. for legal advice of counsel regarding contracts and personnel.
