Chicken ordinance, budget to be addressed

Two meetings relevant to Windsor’s town government will take place during the week of April 20-26. The Windsor Town Council will address the FY26 budget and appointments on Tuesday, and the Windsor Planning Commission will address chicken and sign ordinances and an appointment recommendation on Wednesday.
The meeting packet for the Planning Commission’s April 23 meeting includes a memo from Windsor Interim Planner Maxie Brown indicating that the commission and Windsor Town Council reviewed a potential ordinance amendment in 2017 to allow chickens in several residential zoning districts.
Brown notes in the memo that the Town Council voted at its April 8, 2025, meeting to send the 2017 ordinance back to the commission for further review and/or changes.
Other new business items on the agenda for the commission at its April 23 meeting include general discussion surrounding a sign ordinance update and a recommendation of a planning commissioner to fill a vacancy on the Windsor Economic Development Authority.
The Planning Commission’s April 23 meeting will be held at Windsor Town Hall, located at 8 E. Windsor Blvd., and it will begin at 7 p.m.
The meeting packet for the Town Council’s April 22 work session includes a memo from Town Manager William Saunders indicating that information about the current status of the fiscal year 2026 town budget and Capital Improvement Plan drafts will be shared and discussed during the session.
In a separate memo within the meeting packet, Saunders indicated that the council will also be considering appointments to fill vacancies on the Windsor EDA.
The council’s April 22 work session will be held at Windsor Town Hall and will begin at 7 p.m. following a 6 p.m. closed session addressing legal advice by counsel, contracts and personnel.
