Impact Committee, caboose news to be addressed

Councilman David Adams’ proposed Windsor Impact Committee, the latest on the town’s acquisition of a caboose, and the recent Winter Storm Kingston will be discussed at the Windsor Town Council’s meeting on Tuesday, March 11, at Windsor Town Hall.

Adams introduced the idea of the Windsor Impact Committee during the council’s Feb. 11 meeting, noting that the committee would be designed to give the town a voice in Isle of Wight County’s planning for property surrounding Windsor.

He shared a formal proposal, part of which read as follows: “The purpose of this special committee is to discuss, on behalf of the town of Windsor and citizens, any commercial or industrial developments for any parcel or property that abuts the town of Windsor.”

Adams developed the proposal in response to fellow Councilman Marlin W. Sharp’s appeal to the council in December to reach out and establish a relationship with the county that would allow the town to have regular input on county decisions that have an impact on Windsor.

Sharp was motivated to make his appeal out of a desire for town leaders to approach the county and ask if another option aside from the proposed Tidewater Logistics Center multi-warehouse complex could be considered or discussed for the property adjacent to the Lovers Lane/Keaton Avenue neighborhood along U.S. Route 460.

Adams told his fellow council members that his committee proposal was just food for thought.

“We don’t have to make a motion or vote on this today,” he said. “I welcome any feedback on this, but I will bring it up again at the next meeting for discussion.”

That discussion is among three agenda items under the category of New Business for the March 11 council meeting.

Part of Town Manager William Saunders’ capital projects update will include the latest information on the town’s acquisition of a circa 1927 red Norfolk & Western caboose, which is currently located in Suffolk.

“The relocation is anticipated to take place as soon as weather permits,” Saunders stated in his memo to the mayor and Town Council found within the March 11 meeting packet.

Among the three New Business items is the rescinding of a local emergency proclamation that was declared due to the anticipated effects of the large winter storm that came to the area during the week of Feb. 16-22.

Reports coming out of Windsor indicated snowfall from Winter Storm Kingston had reached eight to nine inches in town.

Saunders noted in his memo within the meeting packet that the proclamation had run its course and should now be rescinded by the Town Council.

The March 11 council meeting will begin at 7 p.m. Windsor Town Hall is located at 8 E. Windsor Blvd.
