Windsor Treasurer’s Office receives accreditation

The Town of Windsor Treasurer’s Office, led by Cheryl McClanahan, achieved a high standard in 2024 as reflected by the receipt of its accreditation from the Treasurers’ Association of Virginia (TAV).
A TAV news release noted that the Office Accreditation program is a voluntary professional certificate program overseen by the Treasurers’ Association of Virginia, and 70 treasurer’s offices received accreditation in 2024.
“I was proud to apply for the TAV Office Accreditation for the town of Windsor,” McClanahan said. “There are several criteria that need to be met, like having the Certified Government Deputy, which I received three years ago, as well as bank statements reconciled in a timely manner, collection rates within a 12-month period after the tax due date, and best practices.”
The news release stated that while it is not required for any treasurer’s office to be accredited, receiving accreditation acknowledges that the office meets the statewide best practices for performance in treasury management.
“We are delighted that Treasurer Cheryl McClanahan, with the assistance of Assistant Treasurer Jeannie Lowe and other town staff members, has brought the financial aspects of town government to this high standard of professionalism,” Windsor Town Manager William Saunders said.
The TAV news release noted that as part of the accreditation process, offices must successfully pass an outside audit with no findings of material weakness.
The rigorous accreditation process also requires proof of continuing education, such as completion of an ethics course by the treasurer (or a principal officer) and educational requirements for all staff, the release stated. Accredited offices are required to have written policies in place addressing areas such as personnel, customer service and delinquent collections.
“These offices exemplify our association’s standards of excellence and integrity,” TAV President Jody Acosta said in the release. “We are proud of the commitment and dedication shown by the 70 offices which received accreditation this year.”
