Town receives personal property taxes, event funds

Windsor Treasurer Cheryl McClanahan addressed the Windsor Town Council at its Jan. 14 meeting to deliver her monthly report and to recommend the council appropriate $25,000 to the town’s 2024-25 General Fund Operating Budget for town events.
McClanahan noted that her regular report was for the month of December 2024.
“We did collect over $46,000 in personal property (taxes), which equals to right now, between November and December, we have an average of 72.68% of property taxes collected,” she said.
She later noted that during the week preceding the meeting, she had mailed out reminder notices to all citizens who had not paid their personal property taxes.
“So they should be getting those in the mail, and we’ve gotten a few of them back,” she said. “So I just wanted to let you know that.”
The treasurer’s report, which she included in written form as part of the council meeting packet, stated the following fiscal year 2025 revenues had been received in December:
- $46,596.31 for personal property;
- $23,032.41 for public service;
- $14,127.30 for interest;
- $6,000 for cigarette tax;
- $6,955.83 for traffic fines; and
- $15,033.84 for meals tax.
“We’ve had interest still at $14,127.30,” McClanahan said to council members. “Just to let you know, the rate was at 5%. It is going down, it’s like at 4.7% now, so it’s on the market.”
She indicated that this was expected.
“Still watching it and monitoring it, but it’s still a good rate for us right now,” she said.
She noted that all of her accounts receivable and bank books were reconciled and asked if council members had any questions. None did, and a 5-0 vote accepting her report promptly followed.
The tally of votes did not reach six because Councilman Jake Redd was not present for the meeting.
Near the end of the open session portion of the Town Council meeting, McClanahan again addressed the council, this time about a budget amendment.
She noted in a memo to the mayor and Town Council that the town had received donations totaling $25,000 to fund town events.
She presented a resolution by which the council could appropriate the $25,000 to the 2024-25 General Fund Operating Budget for the Town Events Revenue and Expense line item.
“This is the money we already deposited into our checking account,” McClanahan said. “Next year you won’t have to do it because it’ll be included in the budget. We wish to use that $25,000 toward expenses, but since we have the checking account, I have to move that $25,000 to the checking account, so I had to create a revenue line item and a separate expense account to keep track of it. So that’s what we had to do for this.”
Councilman Walter Bernacki said, “So this is more of a housekeeping item?”
“Yes, and next year it will be in the budget,” McClanahan said.
Town Manager William Saunders added, “This is to facilitate the rollover that was expected.”
Shortly thereafter the council voted 5-0 to adopt the resolution.
