Windsor Town Council to discuss strategic, ARPA plans, water main matters

The Windsor Town Council will meet for a work session at Windsor Town Hall on Wednesday, Dec. 7, to discuss a few different matters, including but not limited to the town’s Strategic Plan, its ARPA Plan and bids on the Virginia Avenue/Duke Street Water Main Replacement Project.

Town Manager William Saunders noted that staff will provide the council with information Wednesday regarding the installation of a valve on a water main on Roberts Avenue, the cost of which was $7,513.75.

“Individual expenses over $5,000 require Town Council approval,” Saunders stated in a Thursday, Dec. 1, interview with the Windsor Weekly.

For the four subsequent items on the work session’s agenda, Saunders directly stated that no action is expected from the council at the session aside from review and discussion.

The first of those four subsequent agenda items is listed as “VML/VACo Finance Ordinance.”

“Staff will provide information regarding services that VML/VACo Finance offers small localities,” Saunders said. “Adoption of an ordinance would be required to join the investment pool.”

Following that, the bids on the Virginia Avenue/Duke Street Water Main Replacement Project will be provided to council, Saunders stated.

“However, the determination of the lowest responsive and responsible bid has not been determined as of yet,” he added.

The last two items on the agenda prior to adjournment will involve the continuation of the council’s discussion on the town’s Strategic Plan and a continuation of council’s discussion on potential American Rescue Plan Act-funded projects.

Windsor Town Hall is located at 8 E. Windsor Blvd., and the work session is set to start at 6 p.m. The public is welcome to attend.
