Plans to create multiple “borrow pits” on a parcel of land located at the intersect of Sandy Ridge Drive and Longview Drive for the purpose of sand mining received little support during a meeting of the Isle of Wight County Planning Commission on Tuesday.

Russell B. Rose of Suffolk, owner of Rose Sand LLC, had requested a conditional use permit in September to create a total of four pits, totaling 95 acres. The parcel, which totals approximately 760 acres, is currently zoned rural agricultural conservation (RAC.) Numerous citizens spoke against the proposal, and ultimately, the Planning Commission voted to recommend denial of the CUP.

With the Planning Commission’s recommendation on file, the CUP application will now head to the county’s Board of Supervisors for a final decision. If the Board agrees with the Planning Commission’s recommendation and denies the permit, the Rose will be required to either significantly change the application or wait at least one year before reapplying. If the Board does not agree, and approves the CUP, Rose will be required to submit a site plan outlining compliance with screening, gating and wetlands ordinances, and will also be required to obtain a zoning permit.
