Of the four Windsor Town Council members whose terms expire at the end of this year, only two will seek re-election in November.

According to Isle of Wight County Voter Registrar Lisa Betterton, the only incumbents who will appear on the ballot for Windsor are Tony Ambrose and Patty Flemming. Mayor Carita Richardson and Councilman N. Macon Edwards III both announced their intention to step down from council earlier this year.

Richardson cited health issues as her main reason for not running again, while Edwards said he felt the time had come to pass his council position on to somebody else. Richardson has served as mayor since 2010 and as a council member for four years prior. Edwards has served on council for the past 8-1/2 years and also serves as the council’s liaison to the town’s Planning Commission. He previously served as a non-council member of the Planning Commission and chaired the town’s centennial committee in 2002.

“I think I’ve put my time in for the town,” Edwards said.

While only one candidate, Glyn T. Willis IV, has filed to appear on the ballot for mayor, three candidates, in addition to the two incumbents, have filed to appear on the ballot for council. They are George L. Stubbs, Kelly G. Blankenship, J. Randy Carr and Carl J. “Jim” Laule Jr. Willis and Stubbs both serve on the town’s Planning Commission.

Willis said that if elected mayor, he hopes to continue Richardson’s work on the Windsor Town Center and the various community events held in the town. Other priorities, he said, were continuing to work with Isle of Wight County on expanding Windsor’s sewer system, which is near capacity, and continuing to work with the Virginia Department of Transportation to address the town’s concerns regarding Route 460. He was born and raised in Windsor and returned to the town about 10 years ago after having lived in the San Francisco bay area.

“I’m a proponent of keeping the lifestyle, the small town feeling,” he said.

Town Manager Michael Stallings has asked The Tidewater News to moderate a candidates’ forum later this year. However, no date, time or location has been determined yet.
